Mexico's drug law

Many "hmmmms" were sounded last week when news of Mexico's drug decriminalization law spread throughout the interweb. The Mexican Congress passed a bill that would allow people to legally posess small quantities of ganja, lsd, cocaine, meth, peyote and heroin. President Vicente Fox looked like he was going to pass it into law.

The Mexican Congress drafted the legislation, which also closed loopholes for drug traffickers and supposedly would make it more difficult for dealers and cartels to bribe and coerce the Mexican court system, in an effort to steer their resources toward capturing and imprisoning the big dogs rather than the Jonny Joint-on-Saturday-night type of people.

Surfers everywhere relished the thought of bringing a few doobers down to baja with them without fear of hassles by the federales. Spring-Breakers were probably psyched to be able to score a few worry-free bumps to keep their raging going all night in Cancun or Acapulco. Mexican taxpayers were probably happy not to have to pay to incarcerate the thousands of inmates charged with small-scale possession.

On the other hand many people worried that the new law would encourage drug-seeking vacationers to come to Mexico looking to score. Business owners in many Mexican tourist towns worried that the new law would only inflame the already rampant drug problems plaguing their streets. The drug cartels in Mexico are becoming more and more powerful, especially as some of the major Columbian king pins are captured and imprisoned. In the border town of Nuevo Laredo, four undercover drug agents were killed after a video was released on the web showing them in a shootout with members of a drug cartel. The police chief was also killed and now no-one has applied to take the job. In Acapulco the heads of four drug agents were found under a sign that warned the police to "give respect." Their bodies were later found miles away wrapped in plastic.

The United States was officially very unhappy about this bill and publicly pressured Vicente Fox to stop it. A few days ago Vicente Fox did just that, sending the bill back to Congress. Officially the Fox administration said, "With sensitivity toward the opinions expressed by various sectors of society, the administration has decided to suggest changes to the content of the bill." The Mexican Congress is now on hiatus for the summer and will resume discussions when they return in the fall. However, there will be a shuffling of representatives with a new election so who knows what will happen.

The idea of drug decriminalization is a thorny one. On one hand it's stupid to incarcerate people for light-core possession or for smoking a joint. It's also been proven that throwing addicts in jail doesn't really help their situation or that of the greater society. On the other hand if you're the only decriminalized country in your general geographic area, you might attract shady people who see business opportunity. You might also send the message to kids that, "hey, heroin's ok to use as long as you only have a little bit. In fact, it's legal!" I feel like many people don't even consider doing drugs (even weed) simply because of the fact that it's illegal. Outlawing drugs acts as a deterrent, plain and simple.

I don't think that legalizing heroine is going get a bunch of people thinking its OK. Education seems like the solution, there aren't people who grow up thinking they want to become a heroine addict. I think the US is creating a very leftist Latin America, and the former Mayor of Mexico city is the one who will drive Mexico that way too, Obrador will be Mexico's next prez. He is the one driving the new drug law. There are no easy answers to what Mex is doing, I want to know what they are not telling us. What is the real story?

Good Michael Pollan interview on 88.5FM public radio this morning 10-11. If you're interested in the book/material e brought up yesterday, this interview will air again tonight.

I read an article of his in the NYTimes: "The Modern Hunter-Gatherer" by Michael Pollan and wouldn't be surprised if he won some flavor jounralism award for it; I found it impossible to stop reading this article. If interested, search NYTImes, it was published in the Sunday Mag on 3/26/06. "Botany of Desire" is another good Pollan book.

We should all be listening to this guy.

Again, I don't think the drug thing is so cut and dry, not an easy issue, but to make drugs illegal obviously isn't working... crime, 50% of arrests are drug related, lack of treatment, overpopulated prisons.

Bullshit, heroin and crack would probably have never even been invented if opium and coca leaf had always been legal.

How often do you guys drink straight Bacardi 151 or everclear? In the long term, purified drugs would have little to no market if the softer stuff was legalized.

Decriminalize all of it. Treat the hard stuff like a disease, and require addicts to get the hard stuff from doctors.

Tax, regulate, and educate for the soft stuff. Use the tax money to educate and treat.

If people weren't lied to in school, and understood the difference between heroin/meth/crack and beer/wine/pot the problem would take care of itself. There will always be addicts, whether drugs are legal or illegal. What we do have control over is how we treat these people and the potency/safety of the drugs they consume.

As correctly pointed out in the movie Traffic, its easier for kids to get ahold of drugs through the black market than it is to get Liquor.

No drug war, problem solved.

Might take a generation or so for things to level off since we already have so many hard drug addicts, and there's so much nonsense flying aroudn being passed off as information...

Regarding the drug issue- Switzerland (of all places) took an interesting approach a few years back. They didn't exactly legalize heroin, but stopped arresting people for shooting up. It did create a couple of spots in public parks that weren't so great (people shooting up in daylight) but society still exists in that pristine swiss way. Not sure what they are doing these days, but there is some middle ground between completely legalizing hard drugs and making it punishable equal to a violent crime.

Use to go down to Mex when I was under 21 to drink all the time. So did thousands of other kids
under 21 every weekend night. Why did we go down there. Because we could drink and it was legal.
We could find beers up in the States, but it was more fun to got to Mex and do it. If it's legal for kids to use these other drugs in Mex than you can bet there will be thousands of kids every weekend night going down to Mex to do drugs.

people tend to over-simplify things by saying that if drugs were legal everyone would do Heroin, crack, etc. The very existence and high risk of these purified products is at least partially a result of drugs being illegal.

Loads of other parallels... During prohibition, people would go blind from 'moonshine' ie incorrectly manufactured hard booze containing methanol... Similarly, impurities and unknown potency of street drugs greatly increase the risk to users.

San Franpsycho is like a bad car wreck on the freeway - I know I shouldn't bother to look but I can't help myself; especially the wipe-out segment. What would a world without network neutrality be like? The worst possibility is that companies like AT&T would create "prejudiced pipes" that push paying customers' traffic along more quickly than nonpaying customers'. If niceness isn’t able to pay AT&T's fees, its site might load far more slowly, if it even loads at all. Net Neutrality’s principle holds that nobody's Internet traffic should be privileged over anybody else's -- to do so would be like letting an electricity company cut a deal with GE so that only GE appliances got good current.

Get Real, yeah the Internet isn't free, the point is AT&T is asking Google and/or consumers to pay for service for which they have already paid.

Google, for example, pays an Internet service provider to hook up their massive data centre to the Internet. And undoubtedly Google pays an incredible sum for this service considering the size of their data centre(s). It is also typical of Internet service providers to charge for the amount of content that is uploaded/downloaded through that connection.

You as the consumer also pay for your DSL or cable connection and by doing so you are paying for accessing Google's content if you hit http://google.com with your browser.

So what right, exactly, does AT&T have in saying that Google should pay them? AT&T and the other Internet service providers already have internetworking agreements in place that allow packets to move from one provider's lines to the next (this is what makes the whole system work.)

This is a blatent money grab by companies that are very familiar with how to build a monopoly.

KCLB do not have anything to do with San Franpsycho. They are a bunch of 50-60 year olds who surfed Kellys in the 60s growing up. No one surfed the south end before Wise opened on Wawona in 68.
The guys in San Franpsycho mostly live in Marin.
